What is the Law in USA that you have to ID yourself?

Unless you are stopped by law enforcement for a reason, suspected crime or witness, for instance, then you are not required to identify yourself. I can be stopped on my way to the music store by “bike cops” for just walking. I wasn’t even doing anything. Just walking, about to go to the music store.
